It was a special Valentines day event on Oceania where the EM ran a champion spawn and the boss dropped the human figure but from what I understood some people got boots in their packs while working to progress the spawn. The champ spawns was held again a few days later and more boots dropped in players backpacks but this time they had a slightly different name and a different color as shown in the picture above.
