Township Registration- Do townships need to register to receive a recommendation? If not, is there a point to registration?
No, townships do not need to register to receive a recommendation. Registering (putting your township name and the names of players assisting you in a book) helps us identify who is participating and find people during the event.
Item turn in- As stated no recommendations will go out until all items are turned in. So should we hold onto the item until we figure it out? and we have 41hours correct? Or turn them in and say to the RP character that we will contact them soon for a recommendation?
Any time you turn in an item/complete a livery quest you must make it clear who you are completing the quest for. During quests where timered items are used, you have until the item goes poof to turn it in. If you wish to turn it in but not put forth an immediate recommendation you have until the item would normally poof. An email will suffice if you cannot turn it in when an RPC is available. When timered items aren't used, you must put forth who you are completing the quest for at the conclusion of the quest. All items do not need to be returned for recommendations to go out.

Yes, you must have five unique recommendations from different stables. Each townships can only get one recommendation per quest.
