Light Blue Braziers in Ter Mur

So I found 2 light blue artifact 2 rarity braziers in ter mur. They're in the north side of the city but when I try to pick them up it says I can't steal that. I have sufficient skill and had no issue picking up other items.

Are these some kind of EM deco unique to legends or is this a bugged trash picker item?

must be em decor, recolored ones from doom. They don't seem to exist on siege.
