It's a glacial colored soul gem.

It's a neat little event item. It doesn't do anything when double clicked.

doesnt look glacial to me in that pic... cool blue, but doesnt appear to be glacial... may be wrong though, not a big item to tell that well heh

almost looks like a piece of bluish ice in the picture, not like snow or anything but like a piece of ice.
