Most people don't need resists on at least one sometimes two pieces now-a-days if there suit is all legendary. They already have capped resists and are looking for stats such as like on this orc helm. That being said too, helmets are usually the last piece people factor into the suits because of their flexibility. A lot of people's head gear has stats (this helm) or skills (hunters headers, mask of travesty) or HLD (such as mace and shield), or RPD (helm of vengeance) and they aren't looking for resists on a head piece.
