For my sampire I've imbued resisting spells and parry on my jewelry to get to 120. Is there a significant difference between using jewelry to raise it to 120 versus having 120 naturally?

Only makes a difference if you wanted to use the parrying skill mastery abilities. The effectiveness of the skill mastery abilities is based off of real skill.

For Resist and Parry, you should be fine as long as you aren't using the Parry mastery (which wouldn't make sense for you to use).
