At least one player seems to think that Zul'Aman, the 10 man raid dungeon released in patch 2.3, is too difficult for characters that do not have access to 25-man gear (namely Gruul's Lair, Magtheredon, Serpentshrine Cavern and The Eye). Blizzard CM commented on the topic and admits that while yes it is a difficult dungeon, it is doable, especially with the recently released badge gear.
