How to check Latency?

I play on europa shard

Ping on CMD: 213.71.25.65 is close to 118ms

when i go ingame and check latency button on ec and 2d clients, it gives me 210ms + or -
here's a print screen... %&*%^@

Im also crashing a lot with the new Pinco's UI latest Version,
(running on windows 7 Home Edition)

any advices?
