How do you get "this" color?

I saw this dress... and it has the same "effect" that the metalliac dye tubs give. But, obviously, this is cloth. What kind of dye makes effect?

Its a special cloth you could obtain during trick or treating. For now you can't get it anymore. There were like 130 something different shades like that.
