How do I get to the moongate under the stairs at the demon temple?

If you are at the demon temple, and turn on circle of trans. there is a moongate you can see on the west side of the stairs, and a treasure chest, how do I get there?

There is a spot where you can teleport or shadow jump to on the west side of the steps. The gate just goes to serpent's hold, on to the wall of the southern
outpost
