Hotbar stuck on left side of screen (not locked)

Decided I was finally going to make an attempt at using the EC. So I start working on the layout and somehow manage to move the hotbar so far to the left that the handle on it cant be reached. Ive uninstalled/reinstalled, switched resoultions, scaled the ui, this that and the other and just cant get a hold of it. Any help would be greatly appriciated.

when something goes wrong (like this case) delete the character profile is always the best idea
is located on My Documents\EA Games\Ultima Online Stygian Abyss\User Data\<your account name>\
