Real skill is needed to maximize masteries but adjusted skill from +skill items does count toward the 200 and 300 weapon special mana cost reduction bonus as SoftServe indicated. I have actually tested this myself to validate.

It used to be real skill but the devs have changed it to adjusted skill. Not sure when but I think it was 2 or 3 years ago, and they didn't announce it when they made the change.

Just tested again and confirmed. Using Para Blow (Mana Cost 30).

Special Move Mana Cost Bonus from Combined Combat Skills:
200 - 299: 5
300 or higher: 10

Pic 1:
Combat Skills (Real): Archery 100 + Ninjitsu 100 + Stealth 80 = 280 Total

No skill bonus on equipment.
Combat Skills (Adjusted): Archery 100 + Ninjitsu 100 + Stealth 80 = 280 Total

Mana Cost Bonus from Combat Skills = 5
30 - 5 = 25

Combat Skills (Real): Archery 100 + Ninjitsu 100 + Stealth 80 = 280 Total

Wearing Royal Guard Cloak(Stealth +20)
Combat Skills (Adjusted): Archery 100 + Ninjitsu 100 + Stealth 100 = 300 Total

Mana Cost Bonus from Combat Skills = 10
30 - 10 = 20


Even if your char doesn't use the skill, these Combat Skill bonus on jewels can still be helpful to make your skill set a bit better, especially when your char has some useless Combat Skills just to make it 300.
