Friend's List?

I've noticed many mentions about a friends list under options in targeting and other actions.

Is there a friends list? If so how do you access it and edit it?

I found this article that also mentions a friend list.

I just can't figure out how to get to it ingame.

if you are talking about the list you get to by hitting escape then scrolling down to friends list in the menu you can delete and change the names in the list by single left clicking when hovering over the name
