You do realize these are currently dropping on the new champ spawn in Ilsh right? Everyone who gets looting rights to the Boss can get one, and it's a fairly easy spawn to do.

Not to add to this but the inner voice came with different properties like fire, energy etc. The belt is the same regardless. However it is likely to still have the same rules, 1 per account, and they aren't shard bound so there is that too. They do come blessed, so that is nice. Eventually they will be a hot commodity again.
