Faction Ranking System

Can someone take a second and explain to me how exactly it works? I was originally told that it's an average (i.e. total points per faction/# of players in the faction)..

If that is the case... what can you do if the other factions decide to farm points on a character in your faction... making the average ridiculously high?

I'd prefer that someone who knows what they're talking about answer this

We can't explain how it works because it doesn't work nor has it in quite some time.
It's so far broken I am not sure they know how to fix it.
