If you mean in game, they are 100% legal. If you mean on Stratics, I'm not completely sure, but I think they are legal as well.

What would a Faction purple spell book sell for these days?

I usually see them on vendors in Atlantic Luna for about 150k or so. People still have the dye tubs that can make them, so many are still created. It dropped their value alot unfortunately.

So Im assuming a order shield would go for the same as well? (It doesn't have desirable stats or anything)

Yep that would go for about the same as well.
