I tend to go with:

• Being able to read and understand RoC.
• Giving a damn about the fact that you agreed to abide by it when you registered to post.
• Being able to respond to posts without resorting to personal attacks.
• Having the restraint and common courtesy to not troll other people's posts just because you happen to disagree with them.
• Being some level of 'fan' for the game that we are a 'fansite' for.
