Got this as the reward for a quest from the Mystic trainer. Well...no clue what it does. I can turn it on and off but other than that....

When it's active it tells you roughly how easy or difficult anything you do is. I believe it's to gauge what it is best to do for skill gains. Like how likely you are to cast a spell at X skill.

You have the best chance to gain a skill when the task is around 50%, and this helps you determine that.

When the crystal balls says its optimal on a skill then it means what you doing gives best gains for it. Too easy or too challenging won't give you gains.

just as a note to people this works great for training imbuing its spot on you just need to make sure you are using the least resources allowed for the optimal setting!
