How is this item obtained? Ive done a little searching and cant seem to find any threads on it besides the buying or selling of it. Im guessing its a recipe obtained from somewhere?

It was obtained during an event late last year. The only ones obtainable now are ones players are selling. Hope this helps.

I just bought the last one in Luna for 4m. More than I wanted to pay (isn't it always?) but admittedly they're in limited supply.

On a side note has any one else noticed that searches on UO Guide will fail if you omit punctuation?
E.g. Search "Conjurers" finds nothing unless you specify "Conjurer's"
