Compassion Sage Unavailable?

I just noticed both entrances to the red mages where you can get the Compassion Sage potions in Ilshenar are blocked. I heard it was for the new Live Arc.

Anybody have any details on this?

There are controllers spawning in other locations in Ilsh. Honesty and Justice moongates are both fairly near them.
