Yeah plenty of fake accounts who just out bid and don't honor their bids just to make the price go up. It's happened thousands of times.

its a 10 min rule from any bid within 10 min of end time if someone rebids in the next 10min its simply restarts the 10 min so everyone has 10 min from last bid on item to respond. Best explanation I have
