Is it still possible to train stealing using a packhorse?

Use empty bottles (15) a pack horse, be in a guild, and be in fel. If you are at 30 skill put three bottles on the packy and steal, 40 is 4 bottles, 50 is 5 bottles, etc... At higher levels have "witnesses" around... like in Fel Cove. I think that affects gains.

Go to bucs den tavern in the back room with the barrels. Make sure at least 1 NPC is in there with you. Put stuff into the barrels. Steal it. Can be in tram. Can also go to the ranger huts outside skara brae.

Check this post. Has a nice scale for stealing.

However since you can no longer steal containers find items that weigh those stones.

I trained from a packhorse in towns, not guilded. I used the phrase "all guard me" before stealing and had no problems. However that was a long time ago and not sure if it still works. It should though. Remember one thing though, make sure there are NPCs around. You will not get good gains if there is no one around. I recommend doing it around a bank.
