Can Vesper get its guard zone back?

Vesper guard zone been missing for some time.
I should be specific. I am referring to Vesper Felucca on Atlantic shard as I have not researched any other shards or facets.
I believe this has been since the Shadowlord story arc Publish 56 when cities were declared war zones.
Most of the other cities got their guards back.
Not Vesper.
Can we some guard protection or is this some lingering story arc that is going to be used later?

We are working on restoring all the removed guard zones in an upcoming publish.
