[BUG] Imbuing Chance Numbers Off?

I was imbuing a fourth property to a weapon. The imbuing gump informed me that I had a 33.2% chance to successfully imbue the item. This means that, ideally, I have a 1 in 3 chance of successfully imbuing.

In reality, I failed 15 straight times, finally succeeding on the 16th attempt. That's a 1 in 16 chance, or 6.2%.

Seems like a big discrepancy. Do I just have very, very bad luck?

15 straight times has a 0.2% chance ... certainly bad luck but not "hit by lightning" bad.

I have been trying to keep a close eye on this. At one time, I definitely had a feeling that there was something not right there ... then I remembered that the RNG god is just flat mean.
