Seems like a decent piece with the bonus to lower mana cost from bone and the 10% LMC on it.

No hp or mana regen, but is this worth something around 40-50mill? Vendor search didn't have a ton to compare to and results were spotty when I tried.

maybe 10m max, all pvm toons should be using mace and shield variants. no MR, and not 10 stam, so not too useful for pvp
