That is actually a good point. Plot wise, it would be better to have the Governor's meeting AFTER the string of events late in the month.

The animals in the zoo need to be saved. The zoo keeper is not responding.
Governor Summer and the citizens have sand bagged the Zoo and the Lycaeum.
