Truth be told, I have had suspicions of this as well. Folks who should not be aware they have been snooped are QUITE aware.

Yeah, the one thing I will say though; I have snooped alt chars and not seen the message outside of when I was supposed to.

I think on occasion even if your successful there is a chance that they will get the message saying they're being snooped.

There are 4 possible results of a Snoop Check...

Fail and Noticed
Fail and not Noticed
Succeed and Noticed
Succeed and not Noticed

Could be you are succeeding and getting noticed while doing it...

you can be noticed on success, it more or less stops at GM skill though
