Any reason why i can't provoke Demons / OL in felucca?

Any reason why i can't provoke Demons / OL in felucca? I know they are faction critters but what is the point of making them unprovokeable? The skill works on them just fine. I get the message that the provoking attempt was successful but the critters just dont start to fight.

where are ya doing this at, i kinda wanna go see this now.
and they SHOULD fight each other even with being faction critters casue they are oppisite alligned.

demons and OL's...... where did ya find that mix?
