Add minimum skills to Factions.

Now that factions are getting some love, we need one other tweak also.

To be able to join faction character should have atleast 2 GM skills and 3 skills over 75. Or even higher skills, as long as crafters can still join.

Just making joining some nubi account chars to other factions bit harder.

u can gm anatomy + eval in 3-5 hours.

Yes yes, we get it "Come to siege..la". Maybe you could hire someone to write you a program to write that on every new post on all boards? That would save you some time.
