a question about Moving Crates

Can i use a moving crate to move to a new house? or only to customize an existing house?

And when viewing your house sign menu:storage, is my 40% storage increase included in my max lockdowns? or is it 40% more than my max?

The moving crate is only for your current house for customizing, not moving or resizing. Your storage increase should be reflected in your max lockdowns. It goes fast too! I think theres a chart on stratics somewhere on the main UOSS site
