I do have a skull cap on my "Double Exceptional" vendor at Dragonstorm on Atlantic for 450k. Just outside of SE Umbra bridge. I believe I saw you there the other day.
I can tell you that you may have trouble locating many of those items in the price range you are looking for, particularly the uncommon half apron, pickaxe and shoes. It isn't impossible, just will be very difficult. EQ was recently added to the clean up britannia thing.
