150 Dex ain't increasing my stamina t 150?

My hiryu's dex is at 150, but the stamina is still 125? Is this as intended?

Yes it is. Stamina is no longer "tied" to Dex. If you raise dex to 150 on a pet with points during training, you still have to spend points on Stamina. It's the same with Intel and mana as well.
