"You don't have the components needed..." Why?

Started a new mage on Atlantic and when I attempt Inscription I’m told:
“You don’t have the components needed…”
He has approximately 55+ in Magery/Eval/Med. He’s working Wrestling past 50 and his Inscription skill is at the 33 he bought it to. He carries between 80-100 of each mage reagent, 60 scrolls and Scribe Pens. Yes, he is attempting to scribe mage spells not necro.
The only thing I can think may be a factor is that some of the regs remaining in the bag where those that he entered the game with…
Is it necessary to only use “new” regs?
Does he just not have enough Magery to start scribing?
I didn’t have this issue with my scribe on another shard.
What do you think may be the problem and can anyone suggest a possible fix?

do you have a spell book with the spells your trying to make in it
it has to be in your pack i believe

i'm on atlantic if you need a full book i can give you one

Yep. That's the answer I needed... I'm so used to running my other scribe I didn't even consider that this guy doesn't have a full spell book. Thanks X
