Would this be a good Samp PvM and PvP weapon?

Been looking for a Samp weapon that would be effective in both PvP and PvM. This dropped from Paroxy last night and I was pretty thrilled to see it.

War Axe
HSL: 46%
HML: 62%
Hit Harm: 38%
SSI: 30%
DI: 47%

Specials on a War Axe are Bleed and Armor Ignore.
