Wisaxi the Gargoyle outside Doom?

In my wanders I have found a Gargoyle by the name Wisaxi standing outside the entrance of Doom. Yellow name. Any other shard besides Atlantic have this guy?
So far he is not responding to anything I say to him.

I dont see one on cats.. .no yellow names anywhere within 4 screens either direction from the doom entrance.
