Wingless Gargoyles in Minoc?

Has anyone else noticed two "Wingless" Gargoyles outside the Minoc city mine with a bag on the ground?? This is on Baja in Trammel. I'm pretty sure this is new as of a couple days ago. Is this part of some event or some in-game quest I have yet to start? I just found it rather odd, since I've never seen these creatures before and I'm pretty sure they weren't there until just a couple days ago as I've been frequenting this area.

in ultima lore only highborn gargoyals had wings. wingless were low-class, and were laborers with low intelligence. id guess they had something to do with an em event if not present on all shards.

They've been there for years, and were a request from a former Baja governor of Minoc.

Originally the bag held their lunch, but someone ate it because the EM who placed the scenario did not know how to make food inedible.
