Well I'm pretty sure they're not close to done with developing it, so not any time soon. And probably be open for sign-ups, they just won't take everybody.

No they are not close and yes there will be a (closed) beta.

I'm sure there will be a beta when they get closer to ready. From what we have been told, it is too soon for any kind of timeline.

How it's done can vary....

There will certainly be a private beta, by invitation or something.

Usually with a publish of the size coming up, there will be some kind of public beta. Just have to wait and see when and how they implement it.
