Why cant i raise my dexterity glitch?

my strength is 120 and intelligence is 119 I have both arrows goin down to raise my dex its only 16 with the arrow goin up but nothing changes ??? anybody kno ?

Make sure your skills are not locked and there is room to gain on them...for example if your at 120 archery i dont think you can gain dex using archery if there is no skill to gain...if your at total 720 skill points.... soul stone something and turn music up and bang away on a drum or musical instrument...dex should fly from 16.
