Why are people using runics on fishing poles?

I think the most important part are spellchanneling fishing poles without sc-malus. (You can get a sc/-1 fishing pole by using frostwood. That way any runic dovetail can come out with an sc0 pole).
Besides that you can end up with many particular skill points in the weapons slot:
- necromancy above +10
- musicianship for training/crafting exceptional instruments (exceeding the +5 from a singing axe)
- tame boni for actually taming/tame training (For normal game play 105 taming might be enough. With a +10 tame fishing pole your fine for zoo donations. Regarding that a 115 tame-scroll doesnt costs too much and you might not want to change equipment for getting an additional bonus.)
- others at your own ideas

How hard is it to get a +15 nerco pole?

Actually you need a heartwood runic dovetail for trying to get +15 skill onto afishing pole. With only 15 charges and many available properties at many different intensities the chances are really slim. (And with maybe about 15+ millions for 1 kit its really pricey.)

if it does roll a skill.. will it always be +15? (and does wood matter) or is there a chance that it's only like +11, 12, 13?

If I remember right from my own tests even +8 or +9 is possible from a heartwood dovetail. So everything from +8 to +15 is possible.
