I know it is a bit exaggregating to make an analogy of UO vs another MMOPG with millions of players using Lamborghini vs Toyota, but here is the point:what's wrong with a relative smaller number of player population?
The housing spots are widely avialable, the competitions for resources (commodities, high end spawns, etc.) are less intensive, the number of griefers is less... I remember in the old days when UO got 200k+ players, people lined up to kill the solen queen, or spent millions of gold to buy a small plot, or wait for hours at peerless entrance...
Being smaller has some limitations - less dev resources, fewer or smaller expansion, etc. But the content of UO is so rich and deep that most of the players know only a little about it. Intead of developing huge expansions every few years, it may be better to focus on make the content more elegant, fresh and interesting with smaller expansions - a pvp dueling contest system, a more robust and balanced crafting system, a more challenging pvm dugon where you go in naked and have to fight your way out, a puzzle quest similar to the ones used in power crystal event, a bug fix pass to remove as many bugs as possible... These smaller expansions only require a few dedicated dev members (like we have now) but they will make the game much more enjoyable.
Apple only has 6% market share in PC but it has a much stronger brand name than any other computer maker. When Steve Job came back to Apple a few years ago, Apple was on the verge of extinction. At that time, he said something like "Apple can be a Cadillac of computers". Well, UO right now is like Nissan or Ford. To become a Lamborghini, it has a long way to go. But it doesn't have to become Toyata to be successful and enjoyable.
