Which npcs in heartwood do you quest with to get runic fletching kits?

Yep, be prepared to go thru a LOT OF WOOD tho before you get one.

Should I get to GM fletching before I start doing these quests or can you start at lower skill, like 80-90?
No need to wait. You can raise your fletching to gm while working the quests.

I took my Bowyer/Fletcher from 50 to GM doing only those quests.
actually i trained mine to gm there and managed a couple kits in the process. granted they were both oak. Its better than wasting the wood anyhow.

Just look for the ones with all the scripters around, those are the ones that give the runics.

I don't see anyone other than myself here, do I have the right place? I'm at two quest giving bowcrafters.

About six months ago I got two heartwood runics, the second only a couple of trips after the first, on a character with about 70 bowyer/fletcher.
