There are actually 3 libraries in Britain, plus the Lyceum in Moonglow, Empathy abbey in Yew, the library in Ocllo, next to the alchemy shop in Ter Mur and upstairs in the cultural center in Zento.

They, along with all the other BOD NPCs, need to be placed in every city that is on the City Loyalty List (Tram and Fel). Just like they did with Smiths/Tailors.

Just to correct this; there's one there on Chessie. Apparently there isn't on Atlantic, so this may be shard specific.

The First Library Of Britain is renowned for its high quality blank scrolls. They might have some very nice BODs too.

yes, by the bank is shard specific, however there is a scribe shop in East Brit, the Sage Advice, just west of the provisioner shop, north of the guard tower.
