I used to work up the vendors on Occlo isle...theres a library and a mage shop, no faction prices to contend with, and once the vendors are worked up a bit, you can start moving scrolls fast...

There's also Wind, you can't count the # of mages who sell blanks there...

currently I suggest working up the realestate agent in Yew village and the 2 mapmakers in the shipwright's a little to the east. They're the only 3 vendors on Siege with 10gp scrolls. (AFAIK)
