Where is the Vet robe trading box?

Sorry I know this is a dumb question but where is the box that supposedly will trade you other style of vet robe of same color?

And does it still drop the Bless status and 3 physical? thanks

lycum and no bless stays found out last week when i hoped it was still bugged but was not i hate blessed clothing,loved them back before insureance now they are a pain
