Where is Lozat the Numismatist?

Sorry if this is answered, but I've searched all of Brit (on Great Lakes) and cannot find Lozat the Numismatist. He is supposed to be by the bank, but I can't find him. Does anyone else have this problem, or am I just looking in the wrong place?
