It is a pile of wool. It is labeled BRITANNIAN WOOL.

Where does it come from. Is it a quest item or event item.

Quest item, Get it whilst shearing sheap. Can only get it on the quest.

Quest in question is the carpet one in Ter Mur.

The Sheep have to be in Trammel or Felucca as well I think. I usually go to the Yew Sheep Pens.

As long as you have this quest active you get 1 regular wool + 1 britanian wool when you sheer sheep. The only thing this quest gives you when you complete it is the availability of purchasing carpet pieces from her.

My characters get the quest and never turn it in, so I get twice the wool without having to go to Felucca.
