When you toss a fabled net, there is a chance a box like that drops at your feet. Then just pick it up. If you unlock it, there are a few resources I think.

Hmm that may actually be seaweed. They are random drops from spawning leviathan from ancient fishing nets. They drop at your feet when the creature spawns I think.
