Where do people get blank scrolls from?

Can you make them, or is there a certain npc vendor to buy from? What is the usual price.

I've found them as cheap as 3gp but i'm sure i saw some for 2gp, does anywhere sell scrolls for 2gp?

The mage shop npc's sell them. Only time I have seen blank scrolls at 2gp each is in Fel when the faction that owns the town sets the price at this
