You can currently get Alacrity Scrolls from Treasure Maps.

Can they be gotten of lvl 1 and 2 maps also, or just 3 and up?

not 100% on which tmaps have a chance, i think its the upper half do (lvl 3-7)
Ive never really done new school tmaps that werent at least lvl 5 so cant confirm which drop em.

also if ya didnt know you can get .5 pink scrolls off Fel tmaps

All levels of maps can have alacrity scrolls, only lvl 4 - 7 contain the t-map arties, like the mana phase orbs.
