Where did the "NEW POSTS" Filter go?

There used to be a button at the top... that filtered stuff so it only showed "NEW POSTS"... Where it go?

It's SILLY that the ARROW that lets you know there are other options than just clicking the "Forum" link is HIDDEN until you mouse over it...
